The Community Enhancement & Investment Fund Oversight Board was created in 2017 to review how tax revenues from Measures H and R are spent by the city and to provide feedback. Measures H and R are ½ cent local sales tax measures approved by Rancho Cordova voters in November 2014 and 2020.

Responsibilities

The Board is responsible for the following.

  • Review the accomplishments achieved with Measure H and Measure R dollars for each fiscal year. Members of the Citizen Oversight Board will select grantees from the Community Grants program to highlight in digital and hard copy spaces including the City’s Open Gov financial software, an annual digital report, or publications including an official Citizen Report. If the Citizen Oversight Board is unable to meet prior to publication deadlines, the city staff will select a minimum of grantees and request additional input form the members of the Citizen Oversight Board.
  • Confirm the amount of revenues received in the prior fiscal year in comparison to the budget.
  • Review actual expenditures to ensure that they were in alignment with the Community Enhancement & Investment Fund grant awards and budget allocation approved by the City Council.
  • Review each Community Enhancement & Investment Fund grantee’s compliance with the city’s reporting requirements and make recommendations to exclude noncomplying organizations from future award cycles to the City Council for consideration.
  • Any amended or additional responsibilities as determined by a majority vote of the entire City Council.
