Background
With the passage of Measure H, a 1/2-cent sales tax measure, the City Council expressed interest in establishing an oversight board that would review the manner in which Community Enhancement Funds were spent. While not required by the voter approved sales tax measure, this oversight board, established in 2018, provides an additional layer of transparency to the community. With the passage of Measure R in 2020, per the ballot language citizen oversight was required, and is accomplished by expanding the duties of the oversight board to review how tax revenues from both Measure H and Measure R are spent.
The City of Rancho Cordova is looking for two student representatives to serve on the Measure R and Measure H/Community Enhancement & Investment Fund Citizen Oversight Board. The at-large student application closes on Wednesday, September 4, 2024 at 5 PM. The term of service is for one year. One vacancy is available for a Promise Program recipient attending Folsom Lake College (past or present). A second vacancy is for a Rancho Cordova high school student currently enrolled in a Elk Grove Unified School District school.
Purpose
The City Council established a Citizen Oversight Board to provide a review of how tax revenues from both Measure H and Measure R are spent by the city and to provide feedback. Citizen Oversight Board members may apply for additional terms.
Roles and Responsibilities
The Community Enhancement & Investment Fund Citizen Oversight Board's roles and responsibilities shall be as follows:
- Review the accomplishments achieved with Measure H and Measure R dollars for each fiscal year to be highlighted in the annual Citizen Report and provide feedback to staff.
- Confirm the amount of revenues received in the prior fiscal year in comparison to the budget.
- Review actual expenditures to ensure that they were in alignment with the Community Enhancement & Investment Fund grant awards and budget allocation approved by the City Council for both Measure H and Measure R.
- Review each Community Enhancement & Investment Fund grantee's compliance with the city's reporting requirements and make recommendations to the City Council to consider excluding noncomplying organizations from future award cycles to the City Council for consideration.
- Any amended or additional responsibilities as determined by a majority vote of the full City Council.
It should be noted that all data to be reviewed will be summarized by city staff for ease of review. Citizen Oversight Board members will be tasked with reviewing these summary reports to ensure board members time is used effectively. Decisions regarding the award of Community Enhancement & Investment Fund dollars will not be the responsibility of the Citizen Oversight Board and will remain a City Council function.
Citizen Oversight Board members will not receive any compensation for their service.
