The goal of the Rental Housing Inspection Program is to ensure healthy and safe rental housing for residents in our community. The program provides inspections for all rental communities in the city, including apartment complexes and single-, two-, three- and four-family homes.

Property owners register their rental properties annually, and the city’s Code Enforcement team inspects each property periodically with a focus on health and safety items, such as the presence of carbon monoxide detectors, properly working plumbing, and more.

Inspection Process

  1. Step 1: Either a property owner or resident will request an inspection of a rental community, or the property is due for its periodic city inspection.
  2. Step 2: The property owner will be mailed a Notice of Intent to Inspect from the city, and a notice will be posted on the property a minimum of 14 days prior to the scheduled inspection. The notice will include instructions for the inspection.
  3. Step 3: The city will arrive on the noticed date during regular business hours to conduct an inspection. During the inspection, the city reviews a checklist of health and safety items. If there are items to be repaired, the property owner and tenant will be provided with a Notice and Order listing all of the items that need to be fixed within 30 days.
    Please note:
    • Property owners, or their designee, are responsible for ensuring all tenants have consented to the Rental Housing Inspection and will be able to demonstrate sufficient documentation to that effect at the time of inspection.
    • If the city’s Code Enforcement Division arrives at a property to conduct a scheduled inspection and the responsible party fails to attend, a $125 rescheduling fee will be charged to the property owner.
  4. Step 4: The city will return after 30 days to re-inspect the property to ensure any issues have been fixed.

Annual Rental Housing Registration

Now, you can apply for, renew and pay for your Rental Housing Registration online. All rental properties in the city, including apartment complexes and single-, two-, three- and four-family homes, must have a Rental Housing Registration. Each rental property requires a separate license and payment, which can be obtained through our online system.

Beginning July 1, 2020, the annual Rental Housing Registration fee has decreased from $81 per registration to $50 per registration. A $4 SB 1186 State Disability Access fee and a $16 Rental Housing Code Compliance fee is also required for a total of $70.

Fair Housing

Federal and state laws prohibit discrimination based on sex, sexual orientation, race, color, religion, national origin, marital status, familial status (presence of children), age, or physical disability. Crime Free Multi-Housing Program

The Crime Free Multi-Housing Program goal is to prevent criminal activity within rental communities to keep them even safer. Properties can become Crime Free Multi-Housing properties by becoming certified through RCPD.
