The California State Legislature has adopted numerous laws the last several years aimed at addressing the housing crisis. Some of these laws limit the authority of local cities and counties, including the City of Rancho Cordova, to make decisions about proposed housing projects. Developers are using these laws more frequently for housing projects.

California Senate Bill 330 (SB 330)
SB 330, also known as the Housing Crisis Act of 2019, was signed into state law and amended the Housing Accountability Act (HAA) to limit local authority to downzone property or adopt new, subjective design standards.
California Senate Bill 35 (SB 35)
SB 35 was signed into state law and limits local authority by allowing for streamlined ministerial approvals of multifamily residential projects that meet certain requirements.
Streamlined Design Review Permit
The City of Rancho Cordova created a streamlined review of multifamily developments in 2021 to facilitate construction of multifamily housing. This process holds projects to a more comprehensive and higher standard of design review, while also offering an incentive by creating a separate ministerial approval process, for projects to receive a faster and more certain design review approval.
