General Plan
The City of Rancho Cordova’s General Plan serves as a blueprint for the future growth and development of our community. The General Plan incorporates the desires of Rancho Cordova residents and includes policies programs to provide decision makers with a foundation for land use and development decisions. The General Plan was adopted in 2006 following a two-year process and over 50 public meetings and workshops.

Zoning Code
The City of Rancho Cordova’s Zoning Code is the primary tool our city uses to implement the General Plan, which serves as a blueprint for the future growth and development for our community. The Zoning Code divides the city into districts and has different regulations for each district for allowed land uses, the maximum size of structures, and the performance requirements, such as landscaping or parking. Environmental Documents
Overview: CEQA
The California Environmental Quality Act (CEQA) is multi-purpose law in the State of California that is intended to inform decision makers and the public of the environmental consequences of projects, involve the public in decision-making related to environmental effects, and to prevent needless environmental damage. It is a tool used to evaluate the potential impacts on the environment by the proposed project. CEQA review is required for any project undertaken by a public agency or approved by a public agency through discretionary judgment. The City has several functions. to fulfill in the CEQA process; these include the ability to require modifications to projects for approval, disapprove projects, or approve projects despite their environmental consequences. The City can also charge fees or comment on projects. Depending on the extent of CEQA evaluation required for a project, there are multiple types of CEQA documents, depending on the scale and nature of potential impacts the project may pose.
What are the types of CEQA Documents?
Once the City has determined that a project does not qualify for any CEQA exemptions, it must first conduct an Initial Study to assess and document whether the project will have significant environmental effects. If the project does not have any potentially significant environmental effects, it is not subject to CEQA and the City can file a Negative Declaration asserting this fact, exempting it from completing a more in-depth environmental study. If the project does have significant effects that can be mitigated through changes to the project that the applicant agrees to implement, the City can file a Mitigated Negative Declaration. A Mitigated Negative Declaration also exempts the City from completing a more in-depth environmental study. For those projects that have significant effects that cannot be mitigated, the City must file a full Environmental Impact Report (EIR) that documents all possible significant effects on the environment. Once an EIR has been prepared, the City must circulate it for public review and comment. All comments must be addressed in the Final EIR. After the EIR process is complete, the City can proceed with consideration of the project. If a project is approved despite significant environmental effects, the City must issue a Statement of Overriding Considerations that explains the City’s justification for approval.
Fish & Game Fee Process
Recently enacted legislation (AM 3158, Chapter 1706, Statues of 1990, effective 1/1/91) requires that the Department of Fish and Game impose and collect filing fees to defray the cost of managing and protecting fish and wildlife trust resources. These fees are collected during the environmental review process and are intended to be paid at the time the lead agency files a “Notice of Determination” (NOD) with the County Clerk. Under this legislation, your project approval “is not operative, vested or final” until the fees are paid. This legislation requires payment of the following Fish & Games fees: $2,036.25 for filing an NOD for a project approved under a Negative Declaration; $2,818.25 for filing an NOD for a project approved following preparation of an Environmental Impact Report (EIR). However, the Fish & Game fee may not apply to all projects. During the City’s preparation of the environmental documents for your project, we will determine if the Fish & Game fee must be paid. If so, the Planning Department will inform you of the requirement.

The public review and comment period for the Draft Initial Study/Mitigated Negative Declaration (IS/MND) began on May 31, 2024 and ended July 01, 2024. All comments on the Draft IS/MND must be received no later than 5:00 PM on July 1, 2024. The city must receive all written comments within this time period. Public Comment Opportunity
As specified by the CEQA Guidelines, the Notice of Preparation shall be circulated for a 30-day review period. The comment period runs from Friday, November 3, 2023 to Monday, December 4, 2023 . The City of Rancho Cordova welcomes public input during this review. In the event that no response or request for additional time is received by any Responsible Agency by the end of the review period, the Lead Agency may presume that the responsible agency has no response [CEQA Guidelines Section 15082(b(2)].

A Scoping Meeting will be held on Tuesday, November 14, 2023 at 5:30 p.m. in the Rancho Cordova city Hall, American River South Room, located at 2729 Prospect Park Drive, Rancho Cordova, CA.
The public review and comment period for the Draft Initial Study/Mitigated Negative Declaration (IS/MND) will extend for 30 days starting February 3, 2023 and ending March 6, 2023. All comments on the Draft IS/MND must be received no later than 5:00 PM on March 6, 2023. The city must receive all written comments within this time period. The City of Rancho Cordova has completed a Draft Study, which examines the potential environmental impacts of the Monier Circle Stormwater Detention Basin Project (project), in Sacramento County, California. The document explains the proposed project details and the existing environment that could be affected by the project, potential impacts, and proposed avoidance, minimization, and/or mitigation measures. It has been determined that there will be no significant adverse effects on the quality of the environment with mitigation measures incorporated; therefore, a Mitigated Negative Declaration is proposed. Specific Plans
A Specific Plan is a tool for the systematic implementation of the General Plan, establishing a link between General Plan implementing policies and individual development proposals in a defined area. A Specific Plan is a special set of development standards that apply to a particular geographic area. Specific plans address land use distribution, open space availability, infrastructure, and infrastructure financing, and through these mechanisms put the provisions of the General Plan into action.
Specific Plan content and processing requirements are listed in State Government Code Sections 65450 through 65457 and in Chapter 23.152 Specific Plans of the city's Zoning Code.

2013 Amendment
The extensive amendment to the Folsom Boulevard Specific Plan was completed in 2013. Over several months, staff reached out to stakeholders and worked with decision makers to re-draft the Folsom Boulevard Specific Plan. The effort was aimed at resetting the vision for Folsom Boulevard and making the Specific Plan easier to understand and more user-friendly for our customers.
The Folsom Boulevard Specific Plan (FBSP) was originally adopted in 2006 with overall vision, goals, and policies for Folsom Boulevard. The FBSP covers an approximate four mile length along Folsom Boulevard between Bradshaw Road and Sunrise Boulevard and includes all parcels with frontage on the Boulevard as well as some parcels that are contiguous with the fronting parcels. The vision for Folsom Boulevard established in 2006 was to repurpose, revitalize, and transform the corridor into a more vibrant urban place with “pulse points” of activity centered around existing and planned future light rail stops.
Recognizing the changes in the economy and challenges faced by property and business owners along the Boulevard over the last several years, the City Council prioritized the 2013 substantial amendment to the FBSP to:
- Update the current vision for Folsom Boulevard
- Retain 4 of the 5 existing pulse points and define the priorities for these development areas
- Allow but not require residential development
- Retain design standards for the corridor to ensure high quality projects that reach beyond conventional standards
- Maintain some specific commercial use restrictions
- Treat existing development and new development differently
- Ensure grant funding qualifications can still be met for future projects

Overview
The Sunridge Specific Plan was completed in July 2002. The Specific Plan area is primarily south of Douglas Road, east of Sunrise Boulevard, and north of Grantline Road. It encompasses 2,606 acres.
The project provides a mix of uses organized around the neighborhood unit. It provides a surplus of housing to offset the jobs and housing imbalance in Rancho Cordova. The project is primarily residential, but is supplemented with complementary commercial and office uses. Housing types consist mostly of single-family residential units, but also include multi-family garden apartments, townhouses, and condominiums. Four elementary schools are also designated in the project, in addition to 99 acres of parkland.

In 2003, the City of Rancho Cordova issued bonds for the financing of public improvements for the Sunridge Anatolia Community Facilities District (CFD), which would provide services such as sewer and water to the Specific Plan area. Below is a summary of pending development in the CFD.
